Council on Foundations: Grant-making Under the U.S.-Mexico Treaty; Old Frustrations, New Promise

This article provides a discussion of grant-making process under the protections and restrictions of the U.S.-Mexico Treaty. Delineation of status requirements, statistical analysis of current charity groups meeting status requirements in Mexico, and future projections are included in the article. Additionally, the article makes suggestions for the improved implementation of the treaty.
